Two different products, one category
TV tuner. It receives a signal from an aerial or cable connection and displays it on the computer. Useful for watching and recording programmes, or for a machine acting as a media centre.
Capture card. It does the reverse: it takes video from an external source — a console, a camera, a second computer — and presents it to the computer as a video source, for streaming, recording or editing.
What to check in a capture card
Resolution and frame rate. A card that captures at a lower resolution than your source defeats its own purpose. If you play at high resolution and refresh, the card must support it.
Signal passthrough. Good cards pass the signal to your display simultaneously with no delay, so you can play normally while recording. Without it, you see the picture delayed and playing becomes impossible.
Internal or USB. An internal PCIe card gives steadier performance in a desktop; an external USB unit also works with a laptop and travels.
